Extraordinary Council Meeting: 17 December 2020

The meeting was held virtually via Zoom call.

“2020 has been an extraordinary year, few of us could have imagined how all our lives would change so dramatically, the pandemic has affected everyone - our residents, communities, local businesses and the work of the Council.

The amazing community spirit we have witnessed gives me hope that we will emerge from the experience stronger and more aware of the importance of family and community.

At the meeting, council members approved recommendations from the recent Cabinet meeting to increase the general 20/21 Covid-19 emergency budgets, as well as an increase to the housing 20/21 Covid-19 emergency budget, to meet the ongoing need for homelessness support was also agreed.

Proposed changes to the Council’s Earmarked Reserves as outlined in the Cabinet meeting on 8 December were all approved. These changes will allow the Council to ensure it has adequate funds clearly allocated for any maintenance and improvement necessary for the foreseeable future across various projects.

A report updating members on the current situation in Broadland surrounding the Covid-19 pandemic was also heard.

Recommendations from the Monitoring Officer’s report were agreed, including amendments to the constitution in respect of voting during remote Committee meetings.

The Leader’s proposed changes to the following Committees and Panels, to enable a broader involvement and leadership by all Members in the meetings, were also approved:

Economic Success Panel - Cllr Adrian Crotch is to become Chairman.

Environmental Excellence Panel - Cllr Ken Kelly will be appointed Chairman with Cllr Nigel Brennan taking up the role of Vice Chairman.

Place Shaping Panel - Cllr Peter Bullman will become Chairman.

Wellbeing Panel - Cllr Martin Murrell is to be appointed Chairman.

Service Improvement and Efficiency Committee - Cllr Justine Thomas will take up the role of Chairman.
