The Greater Norwich Local Plan (GNLP)

The Greater Norwich Local Plan (GNLP) is being produced by Broadland District Council, Norwich City Council and South Norfolk Council working together with Norfolk County Council through the Greater Norwich Development Partnership (GNDP). We aim to produce a plan which will help to meet local housing and economic growth needs to assist in the recovery from the COVID crisis, whilst also protecting and enhancing the environment. The local plan will cover the period from 2018 to 2038. It will set out a vision and strategy for growth and include policies which will be used to determine planning applications in the Greater Norwich area.

There are two parts to the draft GNLP:

1. The first is the Publication draft GNLP Strategy.  It contains the planning strategy for growth in Greater Norwich from 2018 to 2038.

2. The second is the Publication draft GNLP Sites document.  It has planning allocation policies for the sites to deliver the strategy.  The plan documents are supported by a Sustainability Appraisal which evaluates the draft plan and other evidence which is also available for comment on soundness and legal compliance.  It does not include smaller villages in South Norfolk which will be addressed through a South Norfolk Villages Clusters Housing Allocations Local Plan.

Work started on the local plan in 2016 and it has been through a number of stages, including an evidence gathering stage which led to the plan being drafted. The draft plan was the subject of a public consultation in March 2020. The feedback gathered through the public consultation has been used to shape the local plan, which is now available for review.

The local plan has been published and can be found along with all supporting documentation at www.gnlp.org.uk.

Regulation 19: Pre-submission stage

The purpose of the Regulation 19 stage of consultation of the Local Plan is to address the following questions:

  • Has the plan been prepared in accordance with all legal and procedural requirements?
  • Does the plan meet the prescribed tests of soundness?

Further information on legal and procedural requirements and tests of soundness can be found at www.gnlp.org.uk. Comments and representations can be submitted via a form from 1 February to 22 March 2021 which will be available at www.gnlp.org.uk and must be submitted prior to 5:00pm on 15 March 2021.

Representations made at this stage will assist members in deciding whether the plan should be submitted to the Secretary of State in summer 2021 and will be provided to the government appointed planning inspector, to help inform the content of the examination of the plan.  All representations will be published on www.gnlp.org.uk in Spring 2021.
